I use building blocks. For the hundreds, I use a 3-by-1 block (it has 3 nodes). For the tens, I use a 2-by-1 block (it has two nodes) and for the ones, I use a 1-by-1 block (one node). I write numbers on the blocks and learners build them to find the place value of the numbers.
